Could anyone please tell me how to run a php file locally on my system.
Currently I am using a server to run files.
I know both php & Apache to be installed.
I need to see out put of this program, for example:

print $c;

Can you please tell how I can run these files of if I need anything more.
As was determined in the comments above, this was caused by an environmental difference - the HOME env var was set differently inside the executed process. Using proc_open instead of simple exec gave more precise control over said process and explicitly setting that env var solved the issue.
Sure you just need to setup a local web server. Check out XAMPP: http://www.apachefriends.org/en/xampp.html
That will get you up and running in about 10 minutes.

You can make a .htaccess file and enter Options -Indexes this will disable listing of the files in the directory.
If you also need the traffic to originate from your site you will need to make a file say... index.php with code that checks $_SERVER['HTTP_REFERER'] to see if the traffic originates from your site.

Oh I forgot you can actually fix it all in the .htaccess:
Options -Indexes
RewriteEngine On
RewriteCond %{HTTP_REFERER} !^http://your-host.com/.*$ [NC]
RewriteRule ^.* /403-page [L,R]
This will do all the work of the script I suggested, so you won't need it anymore.
A Netlify site is deployed to a CDN and serves up static content and although you can run PHP at the time of a deploy, you cannot execute PHP during a page request.
To submit a form, you can use Netlify Forms or some other serverless forms solution.
You have to run a web server (e.g. Apache) and browse to your localhost, mostly likely on port 80.
What you really ought to do is install an all-in-one package like XAMPP, it bundles Apache, MySQL PHP, and Perl (if you were so inclined) as well as a few other tools that work with Apache and MySQL - plus it's cross platform (that's what the 'X' in 'XAMPP' stands for).
Once you install XAMPP (and there is an installer, so it shouldn't be hard) open up the control panel for XAMPP and then click the "Start" button next to Apache - note that on applications that require a database, you'll also need to start MySQL (and you'll be able to interface with it through phpMyAdmin). Once you've started Apache, you can browse to http://localhost.
Again, regardless of whether or not you choose XAMPP (which I would recommend), you should just have to start Apache.
